With the development of information technology, people need more and more information of spatial position, and have put forward the more and more higher requirement to obtain information rapidly and expediently. The concept of mobile compute and mobile information has emerged to keep up with the times' requirement and became a popular topic. A new challenge is coming upon in surveying field of providing positioning information.This paper firstly analyzes the necessities of the rapid orientation surveying, and gives the methods and approaches of mobile positioning and mobile measuring, and then deduces calculation formula in theory. Secondly, it gives emphasis to talk about how to use mobile terminate in location and programs developing, how to develop surveying software using the characteristic of GPS receiver board, and how to develop database software in base of Handheld PC. Then, the paper put forward the mobile position and measurement method, which are combined with GPS positioning, GSM terminate location method and radio positioning system. Finally, the paper gives the method of designing and developing the mobile positioning and surveying system based on Handheld PC through resolving many difficulties, such as transmitting data between two equipments, solving SMS short message, using ADO to develop database in Handheld PC and so on.
