With the development of mobile communication technology and GIStechnology, the gradual improvement of people's living standard, location-based service(LBS) rises gradually in our country. Having the wirelessnetwork facilities, high precision positioning system and many value-addsystems, telecom operators have the advantage of developing location-basedservice business. However, telecom operators can't make the location-basedbusiness by himself because of LBS relating many things. They must allyservice providers and content providers to develop LBS business. Sotelecom operators need to build a system, which provides variouslocation-based services for service providers and let content providers store,combine and represent their data and information. The three sides promotethe development of LBS business together. The GIS application platform isresearched and developed in this paper.For the GIS application platform being the special application of GIS,the paper introduces the theory about GIS and the application state of GIS atfirst. Second, this paper analyses the key technologies, including Web GIS,J2EE, XML, etc. According to the require of telecom-class system, we madea choice by analyzing and comparing some main platforms. And then, thearchitecture of the GIS application platform is presented. The platform isformed by three subsystems: platform-manage subsystem, GIS-servicesubsystem and data-manage subsystem. Among them, platform managesubsystem is used by operator to manage the platform; Being an importantcomponent of the platform, GIS service subsystem offers various services tothe service providers; Data manage subsystem is used by content providersto manage the spatial data of the platform. And then, the relation betweenthese three subsystems and the usage pattern of GIS service are introduced.Finally the design and implementation of each subsystem is introducedsequentially and platform manage subsystem and GIS service subsystem areintroduced emphatically.
