In recent years, boosting country's economy raised the scarce of electric power supply. Implementsof new energy and technology brought a stride of nuclear plant constructions. For attachingimportance to nuclear safety, government forcedly regulated that earthquake hazard assessment(SHA) was needed in nuclear plant feasibility study. Accordingly, attentions were being paid tomaximum potential earthquake (Mmax) which was a important parameter in determination method inSHA.Focus on how to make sure the parameter; author did some researches as follows:Firstly, investigations about Mmax status quo have been completed. Based on available nuclear plantsSHA reports, two major issues were extracted: 1, expert experience dominated Mmax judgment,especially in lower magnitude steps, but experts' knowledge can hardly be saved and describedquantity ,so may bring confuse to other consulters. 2, the elements which influenced result wereabused to some extent. No a series of flawless index system existed.Secondly, through paper, some confirmed factors relative to Mmax magnitude were found out,combined with project practice, author established the Mmax index system. Because of so manyelements worked on Mmax, multi-considering entire index was important. These indexes weredivided into tow sorts according to their variable property—quantity able or quality able;Simultaneously, index comments set was build.Thirdly, we researched some methods to weight index, eventually choose Analytic Hierarchy Process(AHP) as our model, and computed the weightings by inquiring experts. Making use of evaluationmodel mentioned by this paper, Binhai earthquake structure was evaluated on its Mmax,At last, a new statistical relationship used in Mmaxjudgments was build for we got some new data.Major achievements in this article:◆Review nuclear plant reports done in past twenty years, list Mmax information, provide afoundation for later researchers into this field, and discuss characters of variable Mmaxmagnitude steps.◆Build the Mmax index system: chosen indexes possess of both science and projects backgroundwhich can be applied in future SHA projects. Through them, consulters also enable to revisetheir evaluations, missing or weakening some important Mmax factors will become visible.◆Present application of AHP into Mmax, and analysis its theory and process detailedly. The ideacan also be used in other parts of SHA.◆Upgrade magnitude to fault length relationship which has extensive utility in SHA.
