In recent years, major earthquakes occurred frequently. Especially since2010,the world has felted by62earthquakes of magnitude more than7.0, so the earthquakesituation is becoming increasingly complex and challenging. Enhancing the EPDRAcan meet the growing demand and enhance the defense ability of earthquake disastereffectively. Villages and towns are the basic administrative institutions and play afundamental role in the economic and social development of the rural areas and thewhole country. So promoting the work of earthquake prevention and disasterreduction is an integral part in the society of this aspect. Governments want to knowthat what factors can reflect the EPDRA more accurately in their places and howmake EPDRA become an evaluation system. In previous, the research of the EPDRAevaluation index system, people extract the influencing factors of the evaluation indexsystem in a detailed and comprehensive way, which results in more influencingfactors and is unfavorable to the actual work.The research of EPDRA villages andtowns is still relatively week. This work is an attempt to improve this situation.On the basis of previous research results, this thesis researches the EPDRA ofBeijing suburb, and mainly completed the work of the following aspects:(1) Sort and learn from the previous research on EPDRA, combined the uniquelocation characteristics of Beijing, and classified the influence factors of EPDRA fromfour main aspects, which are conditions of infrastructure, basic human and materialresources, special experience and skills and basic environmental background, do someresearch on the index system intensively from these four aspects. As a result, I get theEPDRA index system of Beijing suburb and give the all indicators for description andexplanation. The purpose of classification and grading the influence factors of villageand town EPDRA is to understand of the status of EPDRA of the villages and townsmore clearly.(2) I design the questionnaire according to the above EPDRA evaluation indexsystem of the Beijing suburb. In order to reduce the error in the process of expertevaluating, the questionnaire is designed by a special way, so experts only need to consider the degree of importance of scoring indicators corresponding to upper levelindicators, which can reduce errors and increase efficiency. In the process ofdetermining the index weight, it needs to rely on some experts who are familiar withthis field to grade the indicators. The experts come from Earthquake EmergencyRescue Division of CEA,18units of Earthquake administration and Pinggu, Huairouand Yanqing district of Beijing suburb. They are researchers, EPDR managementstaff(National Bureau and the Provincial bureaus) and village and town leaders. Thisresearch received201valid questionnaires. The initial data of the questionnaire can bedealt with the Analytic Hierarchy Process (AHP), and the result includes indicatorweights of the village and town EPDRA evaluation index system. The result showsthat the maximum weight is aseismic structure ability and road grade is the second,the minimum weight is richness of social commodity degree.(3)The60%-70%evaluation indicators of total weight contribution ratioconstitute a simplified village and town EPDRA evaluation index system of Beijingsuburb, which means that it removes some indicators of small contribution rates, andconstitutes a simplified evaluation index system with indicators of big contributionrates. This process is called simplified evaluation index system. The new village andtown EPDRA evaluation index system of Beijing suburb contains the third-orderindicators and11second-order indicators.Based on the simplified the village and town EPDRA evaluation index systemthis thesis proposes some measures of major work:①To improve the antiseismiccapability effectively, take the seismic reinforcement measures in a planned andsystematic way.②Continue to strengthen the work of mass prediction and disasterprevention, improve village and town EPDRA.③Establish effective linkagemechanism of various departments.Last, format a model and put forward assessment level of earthquake preventionand disaster reduction ability in Beijing suburbs.
