In the system of population, resources and environment, the cultivated land resources is on the important place as a basic support of the national economy and the people's livelihood. The status and changes of the cultivated land use not only effect the persistent development of social economy straightly, but also influence the quality of environment. Timely, accurately analyzing and understanding the details of cultivated land to ensure that sufficient quantity and quality of cultivated land is available. It is the base of scientific management and effective using for cultivated land resources and also the important foundation of establishing the plan for agriculture and even the entire national economic development.The current study of cultivated land quality evaluation mainly uses GIS as a platform of managing spatial and attributes data. Compared with the traditional manual work, it improves the speed, efficiency and correctness of the evaluation, which can effectively avoids human factors in the evaluation process and the impact of man-made errors. It yet has some problems, such as the process is too complicated and the basic data on many transformations are easy to make mistakes.For the above-mentioned problems, the paper was based on the theory of land evaluation, follow the design of software engineering, discussed the methods of realizing the cultivated land quality evaluation system based on GIS, database technology and computer science. And also it studied the methods of cultivated land quality evaluation and introduced Delphi methods, analytic hierarchy process (AHP), principal component analysis, regression analysis method, gray relational analysis method and as well as the fuzzy math principle.The paper introduced ArcGIS, the professional management flat of geographic information, basing on the theory of cultivated land quality evaluation. Used ArcGIS Engine components tools, by the ArcObjects object, used SQL Server2000 to manage attribute data, in the Visual Basic.NET environment, it designed and accomplished a GIS-based cultivated land quality evaluation system. In the process of system designing, it ensured that the applying of system was independent of the region and data, which make the system common-use. The system mainly included several components such as layer management, thematic map management, data management, spatial analysis, thematic evaluations. Finally, it automatically the total process of cultivated land evaluation, including the units identification, the factor selection, the power identification of factors, single factor evaluation, multi-factors integrated evaluation and the grade classification.At last, the paper took Xundian country of Yunnan province as an example and applied the system into practice to test the accuracy of the system.
