Waterway dangerous goods transportation is promoting economic development and has also brought about great environment pollution and potential safety hazard. Therefore, making effective emergency rescue resource allocation and scheduling, improving rescue efficiency for ensuring safety of waterway dangerous goods transportation have become an important research area.This dissertation focused on the emergency rescue resource allocation and scheduling of waterway dangerous goods transportation accident. The main study contents are as follows:The paper reviewed the researches on the management of waterway dangerous goods in detail, the resource allocation and scheduling. It analyzed the applying issue of the GIS in the filed of emergency rescue resource allocation and scheduling which provided the theory foundation and the idea of the system design.Based on the deep analysis in characteristics of waterway dangerous goods accidents and emergency rescue resource and scheduling, the demand of emergency rescue resource was forecasted by the algorithms of multi-factors and CBR. On the foundation of previous studies and the further consideration of comprehensive multi-factors, a new demand forecasting model of emergency rescue resource was proposed.According to the existing resource of Jiangsu Province, the support capability of emergency rescue resource was studied and the index system was built. Based on the existing support of resource, a scheduling model was built with the cost of multiplying the number of scheduling resource and the time and the road impedance variable.Based on GIS technology, the structure of the emergency resource allocation and scheduling system of the waterway dangerous goods accidents is established, the overall design scheme of the system was put forwarded and each parts' functions and the main workflow of the system were analysed. This system is initially developed by using Mapbaic language with Mapinfo electric map technique.The studying result of this dissertation will provide an important basis and the guideline for the plan of the emergency resource allocation and scheduling of waterway dangerous goods accident. It will also provide some corresponding advice for the commander of the emergency resource allocation and scheduling.
