The paper discusses the algorithm of Time-of-Arrival direction of short base-line station, hyperbola Time-of-Arrival location (called"TOA"for short) and Direction-Finding location (called"DF"for short) of long base-line station by Electromagnetic Pulse (called"EMP"for short) of lightning. In this paper, the formula of location error are deduced, then all of them are accomplished by computer programme.The paper introduces the domestic and the broad status of the lightning detection technology and explicates the advantages of the lightning detection by EMP. The ground location algorithm of EMP is the important part of the location system for distant detection of EMP. Now, the two common locations algorithm are direction crossing location and Time-of-Arrival location.The paper emphasize the algorithm of Time-of-Arrival direction and DF by EMP of lightning. The location error are analysed. At first, the paper discusses the algorithm of Time-of-Arrival direction of short base-line station and DF of long base-line station, moreover the result of location obtain the error analysis and emendation, so that the location error can fulfill the target requirement of the location system in EMP. And then, in order to locate the fountainhead of lightning in hundreds of kilometer around the short base-line station, I use the former TOA and carry on the error analysis.
