With the rapid development of information technologies and continuous advancement of society informatization, the increasing demands of the fundamental geographical information system have appeared in all trades and professions. Because of the development of computer technology on data analysis and processing in environment and of natural resources, the technologies including automatic spatial data collection, analysis, processing and display have steadily improved, and the technology of the Fundamental Geographical Information System (FGIS) has also been greatly enhanced to step into a new bright stage, which results in promoting the application of spatial geographic data in various fields, e.g., cadastral management, underground pipe network, water resources, surveying, transportation, urban planning, public safety, etc.This paper introduces the concepts and related technologies of the fundamental geographical information system, and carries out the research on the theory, design and implementation technology of the spatial database system. On the current research status background of the fundamental geographical information system and relying on the spatial data of YangAn town, QiongLai city, a practical fundamental geographical information system has been completed in the paper. And this paper discusses the key technologies of the design and implementation technology of fundamental geographical information system by using ArcGIS Engine from the design of system structure, software and hardware environment and the structure of system function accroding to this application example. This paper analyses the characteristic of existing foundation geography spatial data of YangAn Town thoroughly, carries out system requirements analysis with C/S structure, ArcSDE management for spatial data information, and client-side functional items based on ArcEngine software and VC# programming language developed for the necessary analysis of characteristics and demands in YangAn town, QiongLai city, spatial inquiry and analysis, drawing and output the topographic chart and the management of geographic data functions have been implemented. The final part of this paper carries on objective summary to the development of YangAn town fundamental geographical information system and forecasts the future of the system's technical route and development direction.
