In another way, with the expanding livestock industry in rural areas, animal waste pollution has become another major source of pollution of the water environment in rural areas. Water has been the key issues of national concern. In April,2,2015, the State Council issued a circular on the issuance of the Water Pollution Control Plan of Action, which clearly states the specific requirements of Article III to control agricultural nonpoint source pollution, accelerate rural environment remediation. Therefore, quantitative analysis of agricultural non-point source pollution, agricultural pollution discuss the relationship between economic development and for the rational use of agricultural resources, improve the utilization of agricultural data, to maintain the rural ecological environment has important theoretical and practical significance.The Heilongjiang land reclamation area is an important commodity grain base, strategic grain reserve base and sideline products processing base. But with increasing grain output reclamation area, increasing the size of livestock, reclamation agricultural nonpoint source pollution problems have become increasingly prominent, seriously restrict the sustainable development of the agricultural economy of Reclamation. In this paper, the output coefficient model for non-point source pollution in the Heilongjiang land reclamation area of food production and livestock produced in quantitative analysis; secondly, the use of decoupling analysis method to analyze the relationship between economic and environmental pressures reclamation area of food production and livestock produced between; at last, the SD to model the behavior of non-point source pollution characteristics reclamation policy test.The results show:(1) From different sources, the amount of pollution point source livestock excrement produced the largest, followed by fertilizer pollution, pesticide contamination is minimized.
