Regional industrial transfer become a prominent phenomenon in China’seconomic development. The eastern region occupies the initiative in the process ofdevelopment, it has rapid economic development and growing scale of the industry,but as people’s requirement of environment increase gradually, pollution intensiveindustries is facing greater pressure such as the environmental cost, limiteddevelopment space and urgent need of transformation and upgrading about regionalindustrial structure. At the same time, under the influence of the decentralizationsystem, lagging regions tend to be at the expense of the environment to easeenvironmental regulationfor the rapid development of economy,the pollution intensiveindustry will choose to transfer to the environmental regulation intensity more relaxedareas, in the short term, can drive regional economic growth, but in the long run, thisis not conducive to the sustainable healthy development of the economy.For the cleanproduction industry, the influence of environmental regulation on industrial area shiftand pollution intensive industry is different. The current studies of environmentalregulation on industrial relocation mostly concentrated on the study of pollutionintensive industries, rarely on clean production industry. And most study of theindustry transfer on the level of state, on the provincial is little, not form a unifiedsystem of research, lead to understanding of China’s environmental regulation underthe influence of industry transfer is not comprehensive enough.Based on the existing research, this paper analysis the industrial transfer effect,and put forward the impact of environmental regulation on industrial transfermechanism and the hypothesis. By constructing pollution intensive and cleanproduction-oriented industries transfer indicators, using30provinces and autonomousregions of the country’s2001-2011panel data, using system GMM method to estimatemethod, from two aspects: national and regional pollution intensive and cleanproduction-oriented industries of environmental regulation to empirical analysis onthe influence of industry transfer. By selecting pollution intensive and clean production-oriented industries transfer indicators,using30provinces and autonomousregions of the country’s2001-2011panel data and using system GMM method toestimate method, from national and regional level to analysis the influence of industrytransfer which caused by pollution intensive and clean production-oriented industriesof environmental regulation. Through theoretical analysis and empirical research, thispaper get the following conclusion:First, from the industrial gradient coefficient,2001to2011years, the pollutionintensive industries of China’s eastern region of have a significant decliningtrend,while the central and western regions is rising,there exist pollution haveneffect.Eastern clean production-oriented industries have obvious rising trend, thecentral and western regions there is also a rising trend. Second, from the national level,environmental regulation has a significant negative impact on the industrial transfer ofpollution intensive industries, environmental regulation has a significant positiveimpact on clean production industry industrial transfer. Third, from regional level, theeastern region of pollution intensive industry of the influence of environmentalregulation on industrial transfer is higher than the central and western regions. Cleanenvironment of manufacturing industry in eastern regulation for the positive to theindustry shift, but no significant influence in the Midwest.Therefore,when the Midwest in China accept the eastern industrial transfer, itneed pay attention to environmental protection, not blindly pursuing economic growth;appropriate environmental regulation of the eastern region will be helpful to stimulatethe innovation development of the regional economic. |
