Research On The Environmental Protection Industry With PPP

Since 2012, the haze continued to occur in the most of the cities of the country. The air pollution saw our daily life. Everyone of us is suffering from the harm of environmental pollution. Environmental pollution is no longer a metro-area problem. It has attracted the wide attention of the public. In the report of the 18 National Congress of the Communist Party of China, we should raise our ecological awareness and must respect, accommodate to and protect our nature environment. It also said we must give very high priority to making ecological progress and need to incorporate it into all aspects and the whole process of advancing political, economic, cultural, and social progress. We must work hard to build a beautiful country, and need to achieve sustainable and lasting development of the Chinese nation. Apparently, this highlights the importance of the environmental and ecological. It also said we should give high very priority to protecting our nature environment, conserving resources and promoting its natural restoration, and strive for green, circular and low-carbon development and highlight the position of the construction of ecological civilization.Ecological civilization construction and the control of environmental pollution requirements more and more investment, and our country economic development steps into the new normal currently, economic growth is slowing. In addition, the situation of the local government debt is grim too. There is huge funding gap in Environmental protection and there is no improvement in the short term trend. To deal with environmental protection funding shortage is a big problem we are facing with currently in our country.PPP mode can broaden the channels of funding sources, ease the government’s fiscal pressure, increase the service efficiency of funds, improve the efficiency of the supply of public goods。It is the optimal selection for environmental management and ecological civilization construction in China.Firstly, this paper introduces the connotation of PPP, as well as the theoretical basis, inherent advantages and main risks. Then it analyzes the development and existing issues of the environmental protection industry. And then it analyzes the meaning of the application of PPP in environmental industry in four aspects: broadening the channels of funding sources, optimizing the allocation, increase the service efficiency, promote innovation. In the fourth part, it analyzes the actual case of the application of PPP in our country. In the fifth part it mainly analyzes the international application experience in England, Canada and Australia. Through systematic study into PPP, this paper puts forward the proposal about promoting PPP in the field of environmental protection which includes two aspects. One is on the institution building, incorporating PPP into the whole environmental protection system. On the other hand, it is on the system construction, forming a policy environment which is helpful to promoting PPP. The third aspect is talents. We must try our best to cultivate talents.
