One of the global environmental problems-lake eutrophication caused serious influence for aquatic ecosystems around the world. Wuliangsuhai which was located in Inner Mongolia also has the same problem, the water body eutrophication increasing, with the Huangtai frequently outbreaks. The governance approach of Huangtai is usually that artificial fishing after the Huangtai outbreak, it spent a lot of manpower and caused water pollution again. If we can accord to the principle of outbreaks of Huangtai, its outbreak could been early warned, so as to advance to prevention and cure of Huangtai, we can better governance Wuliangsuhai environmental pollution problems. Using remote sensing technology to monitor Wuliangsuhai strong timeliness, monitoring range and low cost, convenient for long-term monitoring. Based on this, the main contents are as follows:Firstly, this paper introduces the problem of the lake eutrophication in recent years, introduces the Wuliangsuhai and Huangtai outbreak situation, lead to the study problems of this paper. Analyzes and summarizes the domestic and foreign scholars on algal blooms or outbreak and the cause of the Huangtai research, such as the early warning surveillance study of lakes and algae. Analysis of Wuliangsuhai Huangtai, select the MODIS remote sensing image as the based data of Huangtai monitoring, early warning model and establish early warning system.Secondly, this paper introduces the characteristics of MODIS spectrometer and MODIS data, including the orbit of MODIS, scanning frequency, width if surveying, telescope diameter, volume weight, power consumption, data rate, resolution and other technical indicators, and the application of MODIS data, introduces the MODIS remote sensing data preprocessing.Then, based on MODIS images, using the program and latitude and longitude to extract the reflectivity of each sample point, analyzed the change characteristics of reflectivity of each sample point of Huangtai during its outbreak, establish remote sensing inversion model of the index of water quality.Again, built the monitoring and early warning system of Wuliangsuhai Huangtai. The system includes six modules, respectively file module, the characteristics of time and space analysis module, monitoring module, early warning analysis module, data management module and help module. A brief introduction to the various functional modules, their respective function is introduced, and their respective sub menu are introduced.Finally, summarized the main work and the results of this article, and the outlook for further work was pointed out.
