With the progress of human beings and the development of the society, human society becomes more civilization, but also causes a series of problems, such as a population explosion, environment deterioration, shortage of resources and so on. People began to self-examination and reflect on outside resources and environment, so the carrying capacity of resource and environment have become the object of thinking, which can objectively reflect the interdependence of the human society, resources and environment, dealing well with the relationship of them will ensure the sustainable development of human.Take Yan ’an newly added district(north) Ⅱ planning for instance, combining with the study of the general natural and social environment situation and other related content, from single element(land resources, water resources, water environment, atmospheric environment), selecting suitable for the quantitative calculation method and the actual monitoring data analyse and calculate,then conclude the followings:(1) Analysing the carrying capacity of land resources in the region from the perspective of ecosystem,it embodies the natural productivity of land resources and ecosystem diversity reflects the stability of the carrying capacity of land resources, and implements the comprehensive carrying capacity of land resources from the qualitative to the quantitative application,reflecting the value significance of carrying capacity of land resources.(2) The quantitative calculation methods of Relative Carrying Index(RCI) is chosen in the carrying capacity of water resources. Taking some engineering measures to the analytical problems from short, mid, and long-term analysis respectively. Considering the planning of regional water resource supply demand, and making long-term planning for the sustainable development of the region.(3) Water environment includes surface water and groundwater.Groundwater environmental indicators are normal and unpolluted in the planning of water environment quality monitoring,so only with the quantitative analysis of surface water environmental carrying capacity to calculate. With the continuous implementation of planning, the surface water environment is affected by the increase of human activities, the surface water environmental capacity becomes the planning and implementation of the main environmental factors.Buildig water-use facilities to improve the wanter recycling in the pianning region,to make sure that the surface water environment quality standards.(4) Monitoring of atmospheric environmental quality with some quantitative calculation method,it analyses and evaluates atmospheric environmental capacity to reach corresponding standards, at the same time puts forward some reasonable suggestions to improve the atmospheric environment during and after Ⅱ planning, making sure that the planning area of the atmosphere environment carrying capacity up to standard.
