| As a index to coordinate economy development and environment protect,water environment capacity is a important basis of valley water resources environment layout, pollution prevention and environmental administration. The water environment capacity depends on the hydrology of water and environmental functional category. Thus water environment capacity is characteristic of dynamic administration. Besides, water environment capacity has resource value. Water environment capacity and the optimization of the allocation of capacity is important in environment science research. The study choose Mudanjiang as the subject. The water environment capacity was studied based on hydrological characteristics of Mudanjiang, followed by a control strategy on pollution source. The result of the study will give some scientific suggestions on water resources environment layout and the allocation of pollution source.considering that the final environmental capacity is closely connected to the current quality station of water, this paper gave a objective evaluation of the water quality using comprehensive evaluation of fuzzy mathematical, with 4 weighting methods as excessive multiples method, Analytic Hierarchy Process, entropy method and variation coefficient method. It turned out that Analytic Hierarchy Process was the best. By comparing different operators, multiplication operator and small-big operator can indicate the real water.The Mudanjiang quality was in the range of level â…¢-â…¤.Two-dimensional section of the tail method was used to study the water environment capacity. The result of the study revealed that when it come to ideal water capacity, the COD capacity of water between Jiangbin bridge to Chaihe rail bridge was 12243.8t/a, the ammonia nitrogen capacity was 218.5t/a; the COD and ammonia nitrogen capacity between Chaihe rail bridge to Hualiangou was 114582t/a and 1497.48t/a, respectively. Ideal environmental capacity were dynamic in different months of the year. Ideal environmental capacity of COD between Jiangbin bridge and Chaihe rail bridge was range from 158 t/month to 3024.5 t/month and nitrogen was range from 3.05 t/month to 52.09 t/month. Ideal environmental capacity of COD between Chaihe rail bridge and Hualiangou was range from 1153.7 t/month to32730.1 t/month and nitrogen was range from20.76 t/month to 370.05t/month. As for remain water capacity, the COD and ammonia nitrogen between Jiangbin bridge to Chaihe rail bridge was 10188.5t/a and 1725.06t/a, the COD and ammonia nitrogen betweent Chaihe rail bridge and Hualiangou was 113237t/a and 3368.5t/a.The remaining capacity were dynamic environment in different months of the year.The remaining capacity of COD between Jiangbin bridge and Chaihe rail bridge was range from-1578.4 t/month to 3286.1 t/month and nitrogen was range from 26.94t/month to 308.73 t/month. The remaining capacity of COD between Chaihe rail bridge and Hualiangou was range from-1438.3 t/month to 32912.3 t/month and nitrogen was range from 16.35 t/month to 713.5 t/month.By establishing a set of index of capacity-total allocation, a optimizations plan was proposed about pollution total allocation in Mudanjiang based on environmental capacity. Double distribution system including pollution source categories- pollution fine class was established. The first level indicator consisted of animal husbandry industry, planting, domestic pollution source and industrial pollution source. The second level indicator consisted of domestic pollution source and industrial pollution source. The study indicated that the allocated COD capacity of four first level indicator are 1425t/a, 1156.1t/a, 5796.2t/a, 1810.2t/a, respectively.The ammonia nitrogen capacity were 219.4t/a, 292.2t/a, 909.2t/a, 304.2t/a. When it come to domestic pollution source in the second level indicator, the COD capacity of Mudanjiang wastewater treatment plant, rural domestic sewage. Beian river are2720.3t/a,1665.5t/a,1410.4/a, yet the ammonia nitrogen of the three palce were452.4t/a,108.1t/a,276.7t/a. Of all the industrial source in the second level indicator,Hengfeng company deserved the most ammonia nitrogen capacity, which was129.1t/a, and also the most COD capacity,which is 910.2t/a; Gaoxin Petrochemical Plant was allocated 3.6t/a, which was the least in ammonia nitrogen; and Futong car factory was given the least COD capacity,which was26.3t/a. |
