Discussion Collaboration Of Local Government In The Golden Trianglearea Of The Yellow River In Environmental Governance

Since 2012 the plan on cooperatively developing the shanxi- shaanxi-henan yellow river golden triangle was approved by the state council to set up as a professional demonstration zone that undertakes the industrial transfer, a great regional integration advantage has been produced, socio-economic development grows obviously, regional integration process is advanced to depth, and regional integration maintains an upward momentum. However, in order to avoid the problem of ecological environment which accompany with the economic development that has happened in other regions and never take the way of "treatment after pollution", it is important to make a top-level design and build a co-operational mechanism and agency on the environmental governance at the initial stage of regional economic development. And only by that can we make the economic growth and environmental protection develop hand in hand, achieve a sustainable development and finally improve the regional overall competitiveness.Firstly, through the research of the relevant theory on regional environmental cooperation and the management mode of regional environment, this paper clears the thinking way of environmental cooperation. Next, the paper briefly introduces the region of yellow river golden triangle, its development history and the relevant regional cooperation, describes current status of regional pollution and the difficulties exist between the local government on the cooperation of environmental governance, analyzes the causes of these difficulties and introduces the important significance of environmental cooperation. Finally, based on the analysis of domestic and international experience of regional environment governance, the paper concludes some references to the regional environmental cooperation in western countries and some regions of China.Based on above, the paper makes some suggestions between the local governments of yellow river golden triangle on the cooperation of environmental governance. The suggestions include the clear construction of the organizational framework, the integrated law and policy, scientifically transformation of government functions and establishment of relevant mechanisms.However, there are still two problems in the research process. One is the integrity of the data is debatable. The other is the lack of quantitative analysis and empirical research opportunities. Some important information and data on the regional cooperation from government are not open to public. What’s more, the foreign advanced experience of regional governance is only from literature, lack of systematic research, is not acclimated to China. And multi-agency coordination including the economy, legal, science, technology, publicity are all involved. Especially yellow river golden triangle is consisting of three provinces and four cities. All these regional cooperation need the coordination from chief executives. Overall, all these problems exist make shortcomings are inevitable in this paper.
