With the continuous development of regional economic integration in China,many public affairs that were originally confined to a single administrative division have crossed administrative boundaries in this process,and regional environmental issues are especially typical.Due to the nature of the ecological environment itself,such as connectivity,spilover and publicity,environmental governance has gradually broken through the geographical boundaries of administrative divisions and the management authority of a single government department,showing cross-departmental and cross-regional characteristics.The individual management failure within a single division requires local governments to cooperate beyond the original administrative region in order to solve the problem effectively.As the main body of environmental governance,the status of local governments is becoming clearer and their main responsibilities are becoming clearer,and the gradual improvement of their own innovation awareness and innovation ability has become the internal driving force for the formation of local government cooperation.The trend of social function differentiation and the continuous development of urban agglomeration construction provide external impetus for the formation of local government cooperation.It can be concluded that local government cooperation is necessary and indispensable for cross-domain environmental issues,and local government cooperation has become the main and important driving force in local environmental governance.Cross-domain ecological and environmental governance requires local governments to move from closed competition to open cooperation,which is an objective requirement to break the administrative division of ecological and environmental governance.It is also the main way to solve transboundary environmental problems.The research on local government cooperation in cross-domain environmental governance is based on the research background of cross-domain environmental governance and from the research perspective of local government cooperation,aiming to stimulate and release the best efficiency of cross-domain environmental governance through the realization of local government cooperation.Based on the theoretical explanation,the analysis framework of functional cooperation is constructed through the analysis approach of functionalism.From this perspective,"cooperation" is first a stable structural form,then an operating mechanism,and finally the structural form is affected by the external environment and constantly changes on the basis of interaction with the external environment.Local government cooperation evolved on the basis of the development and change of inter-governmental relations.It emerged under the background of the differentiation of social functions,and the change of functions led to the change of inter-governmental relations.In the process of the transformation of society from single function,dual function to multiple function,the cooperative relationship of local government has also evolved from hierarchical relationship,partnership relationship to final cooperative relationship.On the basis of analyzing why local governments need to cooperate in cross-domain environmental governance issues and what kind of cooperation characteristics are presented,It is analyzed that the local government cooperation in China still faces the difficulties of the lack of legitimacy of the executive power,the instability of the horizontal cohesion mechanism between local governments,the insufficient effectiveness of the supervision system,and the excessive dependence on the external institutional environment.In order to explore the internal mechanism of local government cooperation,it is necessary to make further analysis based on the concrete practice of local government cooperation in order to achieve a deeper understanding of the research objectives.The environment of different areas is different,and its governance pattern is also different.The comparative analysis of the three different types of cooperation is the practical basis for the study of local government cooperation in cross-domain environmental governance.Policy-driven cooperation-Beijing-Tianjin-Hebei haze control;Promoting the leading cooperation in both directions-the governance of Taihu Lake in the Yangtze River Delta;As the typical patterns of local government cooperation,the three types of informal system-led cooperation-Jinshan-Henan Yellow River Golden Triangle regional cooperation respectively reflect the importance of geographical location in China’s regional development strategy.Through the analysis of the three cases in terms of air haze,river pollution and ecological protection,It can not only present the diversity,typicality and applicability of local government cooperation in trans-administrative environmental governance,but also analyze the differences and characteristics of local government cooperation in different environmental governance objects.On the basis of theoretical analysis and practical inspection,this paper tries to open and explain the hidden black box of the internal mechanism of local government cooperation.Starting from the analysis framework of functional cooperation: in the concept dimension,it is necessary to reach the public concept of mutual benefit and win-win;In the structural dimension,each element in the system needs to evolve from isolation to coupling.At the same time,as the generating power of local government cooperation,it is necessary to distinguish the trans-regional power in local government cooperation from the power within the administrative region,so as to reflect the system attribute and functional boundary of local government cooperation in trans-domain environmental governance,and thus maintain the closed and open characteristics of trans-domain environmental governance structure.Returning to reality,this paper further puts forward the research viewpoint of functional realization of local government cooperation in cross-domain environmental governance,and achieves the fundamental purpose of the research.First of all,the core dimension of local government cooperation is the relationship between power and law,which is also the core of local government cooperation.Based on the theoretical conception,this paper puts forward the realization path to solve the core contradiction:First,the scope of inter-governmental authority transfer is defined by the division of functional areas;Secondly,the autonomy of local governments in cross-domain cooperation should be enhanced by improving inter-governmental administrative agreements.Finally,to clarify the government’s responsibilities and authority as the basis to promote the realization of local government cooperation with continuous improvement of environmental governance functions.The realization of local government cooperation in trans-domain environmental governance needs to observe the changes in the exercise of power within the administrative region and the cross-regional exercise,and this change is the key to the smooth realization of local government cooperation.How to make the power operate effectively within the scope of the existing system,the embedding of functions has become the key to solve the dilemma of cooperation,which has also become the guidance and destination of the realization of local government cooperation.
