Water environmental planning is an important means to harmonize socio-economic development with water environmental protection, and is a complicated systems engineering. It involves a great deal of data, including spatial data and attributive data. How to associate spatial data with attributive data is the key problem of water environmental planning. The application of GIS makes the problem easier. The function of GIS includes data input , data storage, data management, data query and data analysis. The paper focuses on component development model of GIS and develops Water Environmental Planning GIS, with VB as development tools, integrated with M02.1,AD0 and other ActiveX controls. The Water Environmental Planning GIS integrates with the function of data input , spatial data edit and display, dynamic query, water quality model analysis and Map output. It is easy to operate and makes the connection between spatial data and attributive data come true, it also provides effective means to correlative department for making decision. On the basis of the system, the water quality is assessed objectively, the effluent volume in the future is predicted, the water environmental functional district is planned, the water environment capacity is calculated and the water environment of HuaiNan City is planned rationally.
