China's Urban Fire Risk Assessment And Fire Put Into The Economic Benefits Of Evaluation Studies

With the continuous development of economic level and building technology, more and more buildings have appeared in big and medium cities of China.,thus, city is characteristic of the concentration of production, wealth, people and buildings. Disasters such as fire in a city would result in great economic loss. Therefore, Evaluation on the city fire risk and economical evaluation of investment in fire prevention are an interesting project. This paper was sponsored by philosophy and social science research of Sichuan Province(SKC0504).Based on the former experiences, this paper applied the comprehensive fuzzy evaluation and Matter Element Analysis into urban fire risk evaluation and high-rising buildings fire risk evaluation respectively, and examples proved their scientific ness and validity. Mealtimes, this paper also studied on the economical evaluation of investment in fire prevention and the relationship between fire and socioeconomic factors in China. This paper includes mainly:(1) Based on the theory of the matter element analysis, the model of the fire risk evaluation for high-rise building was established. This paper calculated the comprehensive correlation degree and combined the qualitative factors and quantitative factors in the fire risk evaluation. A case was presented to show that the result was in good agreement with that of grey connecting evaluation method, and also showed that matter element analysis was feasible for fire risk evaluation of high-rising buildings. Thereby, we can provide a effective way for fire risk evaluation.(2) As the incertitude of factors influencing the evaluation, this paper used the index of urban fire risk evaluation for reference and put forward comprehensive fuzzy evaluation which was applied to urban fire risk, the aim was to provide a new way for urban fire risk evaluation. In the end, we gave an application for the urban fire risk evaluation, the study showed that comprehensive fuzzy evaluation was feasible and had good practical application value for urban fire risk.(3) This paper studied the relationship between fire and socioeconomic factors of China based on the statistics data from 2002 to 2006,and discussed the relationship among fire, economy and education, these results had the theoretical significance and applied value, can provide reference for the related units to make decision on fire control.(4)The paper discussed how to apply the basic theories and principles of technical economics in economical evaluation of investment in fire prevention. Including fire investment calculation, disaster loss calculation, the evaluation of economic results of fire investment,which furnish a basis for the optimal decision-making of investment in fire prevention.
