Continual economic development is provided with good economic benefit and environmental performance, that is low resource consumption and light environment pollution. For a long time, developmental concepts of one-sided pursuit of GDP and extensive resource utilization have caused tremendous pressure for ecological environment of China, restricted the sustainable development of the national economy. Industry is the main factors that caused by resource shortages and environmental pollution. So construct an industrial production system which is low-devotion, high-output, low-consumption, less-emission, cycle and continual, is an inevitable trend of industrial development in China. At present, the industrial structure in China has entered into a heavy phase, resource consumption and waste emissions of unit GDP are high, energy consumption and SO2 emission intensity of unit output value did not fall but rise since 2003. It is mainly because the proportion of industry with high energy consumption, high water consumption, and high pollution has increased year by year. Hereby from reduce the energy and water consumption, and emissions of SO2 and COD starting, State "Eleventh Five-Year Plan" has raised a new idea of construct a resource-conserving and environment-friendly society; send China's socio-economic into the path of sustainable development. This requires reflecting the development of the existing model, re-examine the industry structure of industrial production, achieve the goal of energy-saving, water-saving, and emissions-reducing through adjusting structure, to promote converse the economic development mode.This text brought forward a new idea of the industrial classification based on resources -environment "dual regulation", from building a resource-conserving and environment-friendly society of departure. The sta. data in 1987-2006 has used to quantitative analysis the relationship among the China's industrial development, energy consumption, and SO2 emissions, and the relationship among the China's industrial development, water consumption, and COD emissions. The sta. data in 2005 of forty industrial sectors has used to quantitative analysis their degree of environment-friendly, re-classify industry from two aspects of emission reduction and energy-efficient, water-saving. Finally, divided industry into four types of environment-friendly, provided a scientific basis to achieve the sustainable development of China's economy. Through in-depth analysis and comprehensive study, the important results are showed: (1) In this paper relevant sta. Data in 1987-2006 has used to analyze the energy consumption and exhaust emission, water consumption and wastewater discharge, resources consumption and waste per 104 RMB in the process of industrialization of China. The results showed that from 1997 China began to enter a stage of industrial accelerate development, industrial energy consumption and exhaust emission present index growth, the total water consumption has increased year by year, waste water emissions decreased year after year before 2000, showed rise after, resources consumption and waste per 104 RMB showed exponential decay.(2) The energy consumption, exhaust emission and SO2 emission per 104 RMB Yuan, the water consumption, wastewater discharge and COD emission per 104 RMB Yuan of forty industries in China showed exponential decay with the per capita GDP growth, which accorded with the environment learning curve.(3) In this paper forty industry sections can be divided into three types based on the energy consumption and SO2 emission per 104 RMB Yuan, the water consumption and COD emission per 104 RMB Yuan. The new industrial classification builds double relation among industrial production, resources consumption and pollution emission, which provides scientific foundation for building resource conservable and environment friendly society. And used the data of 2001-2005, made the statistics analysis for these three types of industrial energy consumption and SO2 emission, water consumption and COD emission. Quantitative analysised the environment-friendly degree of 40 industrial sectors used the evaluation model of industry environment-friendly degree, accounted the comprehensive scores taking into the accounting with the factor of energy, atmospheric emissions and energy reduction, water, sewage disposal and water-saving emission reduction. Quantitative analysised the environment-friendly degree of forty industries.(4) Based on the data of two major kinds of resources and the three types of waste in industrial produce, constructed a evaluative system of environment-friendly condition through factor analysis, and classified the forty industrial departments based on energy (water)-saving and emissions-reducing used the sub-index model, The environmental friendly degree of forty industrial departments have been quantitative analysised adopt synthesized index model, gave a new classification. The results show that: environmental friendly degree of clean-industry is 0.123~0.2,is typical industries of resource-saving and environment-friendly; environmental friendly degree of low pollution industry is in 0.306~0.551; environmental friendly degree of middle pollution industry is in 0.663~1.058; in high pollution industry, resources consumption per 104 RMB Yuan accounted for about 40%, emissions of pollution per 104 RMB Yuan accounted for 70%, whose environmental friendly degree is in 1.123~3.389, it is culprit that causes energy shortage and air pollution.The innovations of this paper are as followings. The first one is mat take industrial development, resource consumption and waste emissions as an interrelated system. The second one is that classifies the forty industrial departments, embarking on the resource and environment double regulation.
