the cost of huge energy consumption and environmental damage.According to the"China Environmental State Bulletin 2016" released by the Ministry of Environmental Protection,the total primary energy consumption in China is as high as 3.46 billion tons of standard coal,with a total COD of 22.235 million tons and a total S02 emission of 18.591 million tons The air quality of 254 cities in 338 prefecture-level cities exceeded 75.1%,with only 24.9%of cities having air quality standards.Has brought great challenges to environmental governance.The annual economic losses due to environmental pollution in China account for about 8-15%of the total GDP.The high-coal consumption industry is the main contributor to industrial air pollution.In 2015,the total emissions of S02 in the high-coal consumption industry totaled 12.0460 million tons,accounting for 85.96%of the total industrial emissions and the dust emission was 9.6308 million tons,accounting for 86.90%of the total industrial emissions%.Coal is the main energy source of high-coal consumption industry and also the main energy reserve of our country.During the process of combustion,coal will generate a large amount of exhaust gas such as C02,NOx and S02,which is one of the main sources of air pollution.According to statistics,85%of China's C02 emissions and 90%of S02 emissions come from coal burning.More and more calls for China to reduce coal use as soon as possible,control carbon emissions and reduce coal consumption and reduce emissions are imperative.However,due to the energy reserve structure of "more coal,less oil and less gas" in our country,coal is the most economical and available energy source in the current stage of economic development.It is obviously unrealistic to require all banned coal or large-scale coal banning.Therefore,it is of great research significance and practical significance to simulate the appropriate coal sav:ing intensity interval and reduce the impact on GDP,fiscal revenue and resident employment.It has important research and practical significance.As an important member of the integration of Beijing,Tianjin and Hebei,Hebei is a big province of heavy industry and a province of coal consumption.Therefore,it is of great significance to study the economic and ecological effects of coal saving and emission reduction in its high-coal consumption industry.The basic structure and content of this article are as follows:The first chapter is the introduction,which mainly introduces the research background and significance of this article,summarizes relevant literature data,and expounds the innovation and deficiency of this article.The second chapter analyzes the basic situation of coal saving and emission reduction in Hebei Province,and briefly introduces the basic situation of production capacity,energy consumption,air pollution and relevant coal saving and emission reduction policies in the nationwide and Hebei high-coal consumption industries.Chapter 3 is one of the main chapters of the article,which calculates the coal saving efficiency and potential as well as the C02 emission reduction efficiency and potential in 26 industries in Hebei.The DEA model is used in the calculation method.The results show that the coal-saving potential in the six major coal-consuming industries in Hebei is steel,coal,chemical,electricity,building materials and petroleum in descending order.The emission reduction potential is in descending order:Steel,coal,chemicals,petroleum,electricity,building materials.Taken together,Hebei coal-saving emission reduction key industries:steel,coal,chemical industry three major industries,followed by oil,electricity and building materials.Chapter 4 first builds a related CGE model,using CGE simulation in the coal-saving potential of six high-coal-consuming industries in Hebei,the potential of emission reduction,building a reasonable coal saving efforts to improve capacity utilization in various industries to achieve the purpose of reducing CO2 emissions,At the same time taking into account the economic and social development,to achieve the relative unity of the three.The results show that the steel industry,from the coal saving potential point of view,the appropriate section of coal saving 1%-26%,the corresponding amount of coal is about 430,000 tons-1126 million tons;from the perspective of the potential emission reduction of CO2,suitable Of the coal section range from 1%to 67%,corresponding to the actual amount of coal is tons.From the perspective of coal saving potential,the suitable coal saving interval is 1%-32%,and the corresponding amount of coal saved is about 20,000 tons-77 million tons.From the perspective of C02 emission reduction,proper coal saving The interval is 1%-6%,corresponding to the actual amount of coal is about 20,000 tons-140,000 tons.Chemical industry,coal saving potential from the point of view,the appropriate section of coal saving 1%-48%,the corresponding physical amount of coal is about 90,000 tons-411.218 million tons;C02 emission reduction potential from the point of view,the million tons.The fifth chapter puts forward the relevant policy recommendations based on the previous analysis:increase investment in environmental technology innovation,accelerate the adjustment of
