This article aims to solve international environmental cooperation problems by taking advantage of global public goods theory. It summarizes the global public goods research on definition, characteristics and classification, which from scholars of different countries and international organizations. Then assesses the current shortage situation of global public goods'supply with pointing out that nation, international organizations, non-governmental organizations, the special interest groups, enterprises and single person are the main bodies to supply global public goods. By overcoming exclusive, emphasizing on efficiency and equity and promoting the participation, we can avoid the short supply of global public goods caused by inefficiency due to exclusive, disparities between countries and many participants.International environmental cooperation is a global public good with the characteristics of non-exclusive, non-rival and spillover. The participation of the main body in international environmental cooperation is in various forms. The national governments may set up special institutions in domestic dealing with the international environmental cooperation issues; international organizations can initiate and convene a global environmental conference; non-governmental organizations may provide academic research. At the same time there is still mutual cooperation between the main bodies. There are some problems in international environmental cooperation such as participation deficit, decentralized implementation departments and the conflict between the source of funding and independence. Based on the global public goods theory, this article proposes that we can use the incentives such as the promotion of participation, additional finance, transformation of technology and knowledge and the development of uniform standards to promote cooperation.Based on the current situation and what we research previous, this paper proposes suggestions for China to participate international environmental cooperation. That is establishing coordination system for implementing international environmental agreements, completing bilateral, multilateral and regional cooperation mechanisms, taking good advantage of funds and technology transfer and enhancing risk awareness. |
