The ever spread of the pollution of environment, posing a direct and comprehensive threat to the human beings' survival and development, is a serious global issue. And the settlements of the issue must be based on the approaches, namely, adopted a substantial, effective and continuous diplomatic cooperation of environment by the international society so that promoted to resolve the problems. The International cooperation of environment is the collective actions and peaceful measures of resolving the environment problems, which have happened or which are still potential impact on the international society. In the course of cooperation, the related states among the international society have strived to fulfill their common interests based on the global partnerships and cooperative spirits. This diplomacy highlights the peaceful means for boosting the environmental cooperation, especially with regard to the means of reaching some agreements and enforcing the international law. The development of diplomatic cooperation of environment promotes to the debut of international environmental law, in particular the United Nation Conference on the Human Environment in 1972, the United Nation Conference on the Environment and Development in 1992, and the United Nation Conference on the Sustainable Development in2002, all of which give an acceleration to its formation. And this diplomacy is regarded as a new agenda of international relations. International environmental law is made of a comparative integrated system of law, whose establishments of basic principles are widely acknowledged and conformed by the international society. The settlements of international environment, however, are inevitably involved with these issues of national interests and sovereignties in that the international society are made up by the sovereignty states, the International cooperation of environment is in the real dilemmas of barriers. Therefore the related states should further transfer a few sovereignties in order to coordinate their stances cope with these problems based on the fair and reasonable principles.
