The Environmental Costs Of Agricultural Production Estimates And Policy Recommendations

While our nation's economy developing rapidly, the environment pollution problem is becoming more and more prominent. How to protect the environment and keep the healthy economy growing is a task that could not be avoided..According to experience of nations around the world, economic measures are playing important roles in fighting against environment pollution. As one of the economic measures, environmental cost is drawing more and more attention, so the research on environment cost is the basis of the research on environmental accounting.Agriculture, as the domain which have much affiliation with entironment,on the one hand it affect quantity and quality of nature resource derectly,and the entironment;on the other hand development of agriculture depend on nature resource and entironment too.It is the very import part of entironment-pretect how to contral pollution of agriculture to entironment.So research on environment cost of ocean shipping is helpful to the mission.In course of China's agricultural marketization and modernization, sources of pollution which is generrted by agricultural is increasing, the degree of pollution is also increasing, so that the environmental costs of agricultural production is now growing. Through analysis, we found that the environmental costs of China's agricultural production is attributable mainly to two reasons:economic and technical. In which economic reasons include market failure and government failure.In order to better measure the environmental costs of agricultural production and use market-based instruments to govern environmental problems of agricultural production, I try to conduct a quantitative analysis for the environmental costs of agricultural production in Sichuan Province. Through analysis, we found that the environmental costs of agricultural production in Sichuan Province in its overall economic value accounted for a large proportion. We also found that there are many problemes in the estimates of the environment cost, still remain to be further studied.For the environmental costs of agricultural production, we must make it less by all means. Under the condition of underdeveloped environmental issues should be resolved through development, and the environmental costs must be controled at the lowest level in the development process. Through the improvement of market mechanisms and institutional innovations to reduce the strategic environmental problems and environmental problems caused by misuse of the environment.Because the research of the environmental costs is still in tentative stage in China, while the research on agricultural environmental costs is less. Therefore, the author only made a tentative work in research of agricultural environmental costs. There are many problems yet to be settled, such as the the determination of estimation method is difficult and need further study.
