The municipal solid waste (MSW), which is a kind of integrated waste produced by the city dwellers among their daily lives and other public service-related activities, is known to have inflicted great harm due to its baneful components derived from the processes of its collection, transportation and treatment. These components pollute the air, the soil and the water resource, hence disastrously degrade the environment and the health of the inhabitant living within. And these degradations caused by MSW are worsening with the rapid growth of the urban economy and its expansion. Among all other factors, the inadequate investment on the relevant utilities owes most to the unchecked spreading of MSW. Since China's economy is undergoing a low-level development stage, the first priority should be given to the managerial factors as to improve the efficiency of handling the MSW issues, instead of depending too much on the scarce capital injections. The establishment of a national MSW Management Information System (MIS) is the right alternative to above rising dilemma. A good MSW MIS will be of great significance to facilitate the municipal government to tackle MSW floods, relieve the energy shortage crises, speed up the urbanization and achieve a sustainable social development.The aim of our work is to develop an national MSW MIS covering all the processes of the generation, collection, stockpiling, treatment, transportation and final dispose of the MSW. The system offers the information and suggestions needed when the policies and regulations on the MSW issues are to be formulated. A blueprint and a basic framework based on the preliminary research have been pursued and it's basically function has been realized.The system which we researched and developed, is a multi-hierarchy MIS network covering all the MSW governing entities on the national level, provincial level, municipal level and the grassroot MSW-related companies, which form the end users of this system. Consequently a four level logic construction is adopted to make the vertical exchanges between the four level systems more effectively, namely the national system, the provincial system, the municipal system and company system. The main research work has been focused on the national system, which adopt the three level Client/Server model.In the aspect of system designing, an relational model database has been founded with SQL Server 2000 as the database management system software;structured system analysis methodology has been used to analyze the functional structure of the system and 9 sub-systems has been identified and all the working procedures and structural function has been analyzed respectively. In the aspect of system engineering, the bottom-up method has been adopted to develop all the sub-systems gradually. The whole system is VB-coded with unique interfaces and menu-designing style. The main control program has been finalized with system administration and routine maintenance issues discussed followed by.At the end of the thesis, a middle-long term plan and some suggestions on the further development of this system has been discussed.
