Municipal solid waste (MSW) had the following Characteristics:ownerless, dispersed, hazardous and so on. With human activities, it was emerged, its production and emission made people’s production and life inconvenient as well as the human health harmful. At home and abroad in many countries, especially developing countries, while in the pursuit of rapid economic development, but also were obsessed with "junk siege". Therefore, it was of great significance for Human beings, society and environment to establish and perfect MSW management system and manage MSW scientifically.To establish MSW management system, we must first clear the boundary as well as the internal structure of the system. Firstly, the article determined the impact factors of the internal management system through accessing of MSW management references. Secondly, it analyzed the dynamic behavior relationship between various factors. Finally, it built the entire MSW management system model using system dynamics (SD) method. SD used simulation techniques to analyze and study the system qualitatively and quantitatively.Unlike past functional simulation (also called black-box simulation method), SD built the basic structure of the system starting from internal structure of the system, then simulated and analyzed the dynamic behavior of the system.Using Vensim-PLE software simulation technique, the article took Chongqing for example. By analyzing the characteristics of the Chongqing MSW, it constructed five sub-systems:They were population subsystem, MSW generation subsystem, MSW collection subsystem, MSW collection subsystem and MSW disposal subsystem, and merged these five subsystems into a complete MSW management system in Chongqing. It took the2007data of Chongqing MSW for reference data and combined with the Jiulongpo’s MSW survey data to examine the model theoretically and historically.The main purpose of using SD to build MSW management system was to simulate and analyze future policy through the simulation function of computer, in which decision-makers with the assistance of the expert groups researched and made decisions for the related problems of MSW management system qualitatively and quantitatively.MSW management system was a complex system, for the reality influencing factors; this article chose only five important subsystems factors to be analyzed. In order to fully with reality system, we must perfect the system constantly.
