The Study Of The Approaches Of Governing Mass Disturbances

As it is known to all, we are in a great but hard epoch. Although the economy booms, there are lots of deep structural problems in China. The social conflicts become more and more furious, and the mass disturbances emerge frequently. The proper disposal of these mass disturbances is of great importance for the economic development and social stability, especially under the background of building a harmonious society. It is obvious that it is one of the core tasks of building socialist harmonious society.This dissertation puts focus on the mass disturbances in contemporary China which is in great transition. The methods of content analysis and case study are utilized in this research. The system analysis and comparative analysis are adopted too. On the ground of detailed analysis of mass disturbances happened recently, I endeavor to disclose the characteristics of mass disturbances and their causations, and discuss the ideas and approaches of governing effectively, which are appropriate for local governments.The mass disturbances which happened in contemporary China are driven by complex interest conflicts, and involve the crowd in the open conflicts. The causations include:1) the conflicts of social interest structure in the transformation; 2) the deficit of interest expression mechanism; 3) the absence of faith in the rule of law; 4) the weakening of governing capacity of local governments; 5) the improper definition of governmental functions. And it is found that there are some severe problems existing in the process of dealing with mass disturbances by the local governments. They are: 1) the lag of law-making; 2) the deviation of governmental roles; 3)the institutional bottleneck in the disposal; 4)the deficit of early warning and crisis disposal systems; 5)the inadequate functions of civic society; 6)the short of evaluation and improvement.It is brought forward that the local governments should discard the traditional thought of emphasizing the social stability, and adopt new thought of modern governance, establishing The Four Idea Innovation, with normality control, open governance, positive management & comprehensive administer as its core and The Five Mechanism Innovation, which includes public sentiments early warning system, interest coordinating mechanism, interest compensation mechanism, vulnerable groups'interests guarantee mechanism & public opinion expression mechanism. Following the Scientific Viewpoint of Development, the local governments could take seven actions to deal with mass disturbances:1)building up the service-oriented government actively; 2)improving the decision-making mechanism; 3)setting up the interest integration mechanism; 4)advancing the law-making of mass disturbances disposal; 5)encouraging the civic participation in the mass disturbances disposal; 6)spreading abroad the mainstream culture to civilize the crowd;7)strengthening the front-line apparatus of controlling mass disturbances.
