The Present Management And Operation Status, Problems, And The Reaserch And Proposals Of Its Development Of Large-scale Comprehensive Sports Facilities

Comprehensive large-scale event facilities facilities (hereinafter referred to facilities), as the necessary material foundation and the premise of working for major events,it has always been attached great importance to government departments at all levels,the government has invested heavily in building a large number of facilities. Under the planned economy period, the National Commission take service-oriented management of Uniform charges, expenses, and management. the facilities are the direct executive branch of all sports institutions , the implementation of centralized and unified leadership of the Chief. Funding source allocated by the national unity, the operational activities of the executive branch issued by the sports, not open long-term facilities, a single function, the low utilization rate. Of the CPC Central Committee in 1985 in the "further development of sports on the notice" clearly states that: "the progressive realization of sports facilities to enterprises and semi-enterprise management." Facilities management from the very beginning for the cause of management changes to the operator, in the "body-based, multi-business" approach, under the guidance of a revenue-generating facilities and reduce the financial burden as a major objective, and actively carry out the operation and management reforms. After many years of exploration, the operation of facilities with a certain degree of change, to some extent, ease the contradiction between the lack of funding, but the operation and management of facilities in the process there are still many problems and difficulties, the need to further deepen the reform.In this paper, the use of literature, a questionnaire survey, field surveys and mathematical statistics, research methods, such as facilities management issues more in depth research, to draw the following conclusions:Unreasonable layout of facilities, features a single, limited management and development;for the development and utilization of sports facilities inadequate facilities idle serious;the more a single mode of operation, means of propaganda and marketing behind;infrastructure facilities, lack of income-generating their own business, operating costs are too high, government is overburdened;the lack of facilities operating personnel, too much redundancy;a serious loss of state assets, lack of government supervision; excessive consumer spending, lack of facilities development funds; the rationale for the reform of sports facilities has been slow, too much government intervention;and sports facilities it is difficult to reconcile economic and social benefits, a serious conflict;the venue for the internal staff incentive mechanisms, with an average distribution and serious;the type of excessive taxes and fees, over-burdened.And put forward the following recommendations:Rational planning, multi-design, fully consider the operation of facilities after ;changes in the functions of facilities, business development strategy to adjust ;make full use of facilities resources, the implementation of diversified ;to attract professionals or professional organizations to implement specialized business of sports facilities ;the importance of sports facilities of the market development and innovative promotional marketing ;improve the incentive mechanism of facilities construction, proper placement of redundancy, reduce operating costs ;to ensure that the Government follow-up investment, enhance the future development of facilities ;continue to promote the facilities management system and improve the regulatory mechanism operating facilities ;to correctly handle the relationship between social and economic benefits to achieve a win-win situation ;the operation of the facility to adjust the tax and fee policy venues, facilities to support development of the service industry .
