Landless Peasants In China Research On Social Security

A great deal of land has been expropriated by government in the process of urbanization and industrialization.As a result of it,a new social group comes into being,which is called the land-lost peasants. The land is of big importance to peasants. It acts as the double roles of the production and living guarantee in peasants' life all the time. Once peasants lose their land, they will lose the corresponding rights and interests. So off-land peasants face a series of problems such as living, employment and social security. If these problems are dealt with improperly, it is very apt to cause the social contradiction, and influence the stability and harmony of urbanization. So solving the problems of off-land peasants properly and bringing them into the social security system become not only the theory subject before us, but also our realistic problem to be solved urgently at present.By analyzing the present condition , problem and reason of off-land peasants social security,the thesis proposes the specific measures to improve the system of off-land peasants social security. We should make the off-land peasants share the result of urbanization and secure the rights which they should get with the process of urbanization . Thesis can be divided into four parts which include"off-land peasants and theory of off-land peasants social security","the Necessity and Feasibility analying of off-land peasants social security improving","the present condition , problem and reason of off-land peasants social security"and"Countermeasures and suggestions of off-land peasants social security improving".The first part of the thesis elaborates the concept and origin of off-land peasants and some relative theory . The second part presents the necessity of improving off-land peasants social security system from the perespective of economic and social environment fundamentals. It also analyzes the basic conditions to reform the off-land peasants social security. The third part presents the prombles of off-land peasants social security, in addition, analyzes the reason of these prombles .The fourth part is the focus . It presents some countermeasures and suggestions, such as improving off-land peasants social security system, establising off-land peasants social security fund, ensuring that the source of funds being stable and reliable , clearly positioning the role of the government, reforming the existing land requisition system.
