Along with the economic system transition, social structure transformation, Chinese Gini Coefficient shows an increasing tendency year by year, the gap between rich and poor is increasing, and the scale of vulnerable community also assumes the trend that constantly moves upward. For the vulnerable community, medical demand is another urgent problem following the problem of food and shelter. As unable to see a doctor when fell sick, indisposition may lead to a severe illness, which severely threatening vulnerable community's survival and Development. To establish our country's medical financial salvation system, which is put forward in the government report in 2005 by Premier Wen-Jiabao, was aimed at meeting the medical demand of different stratifications through constantly perfecting in medical financial salvation system. Although the Chinese medical salvation system relaxes the difficulty of vulnerable community to see a doctor in some extent currently, provides certain medical salvation for vulnerable community, the efficiency of medical salvation system has not been brought into full play yet, the effect of salvation is not obvious, the medical problem of vulnerable community has not been solved radically because of the various effect factors, such as the medical salvation is not perfect yet, there is defectiveness in the salvation system, the salvation capital is comparatively deficient, criterion lack during the operation etc.Through general literature, demonstration analysis, compare analysis, spot check and combines qualitative analysis together, and based on the correlative theories, this paper performed an impersonal analysis on the actuality of urban vulnerable community of Henan Province by taking the vulnerable community of Henan Province as the research object. Concurrently by processing a comparative analysis on the medical salvation system of Henan province and that of the other selected areas in China, it uncovered the existent common problems of the medical salvation system for the vulnerable community of our country and carried on a thorough analysis on the origin of the problem. Based on it, the paper also processed an essential analysis on the system and the specified measure of the medical salvation of urban vulnerable community of the representative foreign countries, summarized on the experience, and used for reference.This paper brought forward the fundamental of perfecting Chinese medical salvation system for urban vulnerable community: Government leading, social synergic, holding justness, efficiency enhancing, Benefit Exerting, preferential defending, prevention and treatment combining. The developmental strategy of Chinese medical salvation system for urban vulnerable community was put forward thereafter: maximizing the leading role of government, perfecting policy and law guarantee, perfecting construction of medical salvation organization and perfecting the operation mechanism of medical salvation, standardize salvation behavior, insuring the effect of medical salvation, constructing the Sustainable Funds accumulation mechanism in medical salvation, bringing Community into play, emphasizing on the ways of medical salvation by regarding the community medical service as the leading.
