The good condition of health is not only the basic goal of human development, but also the means of it. As the utilization of health service and average per person health level is obviously different between rural and urban areas, and the rural medical security mode is of long-term vacancy, it is necessary to establish new rural medical security system to prevent the peasants from being poverty and returning to poverty because of sickness. Nowadays, rural medical security construction is a realistic problem in the advance of well-off society; also it is focused on in population economics, health economics as well as social security domains.This paper is based on the fieldwork of rural mutual health care and new cooperative medical care, takes the vicissitudes of cooperative medical system as the clue, and analyzes the two modes roundly by means of population economics, health economics and human capital theories.Based on the above research, this paper indicates: Firstly, compared with the traditional medical security system, the new cooperative medical care and the mutual health care finance from more routes, undertake more responsibility on government, supervise more strictly, endow peasants with more rights , establish medical salvation system and advert to related policies in line. The new cooperative medical care and the mutual health care can effectively make up for the traditional counterpart; Secondly, the rural mutual health care and the new cooperative medical care are similar in the form of cooperation and the way of the participation, but distinct from the design of fare, the source and use of fund, the risk share and the organization structure; Thirdly, for appraisal of impartiality and efficiency requires long-term observation, and the moral hazard as well as adverse selection problems are not settled, which mode is moresustainable can't be evaluated at present.
