From the 1990s, Community Health Services have been installed in the cities of China. Kunming has developed the Community Health Services since the second half of the 1998.The urban Community Health Services began to take shape through the nearly more than 10-year construction and the development. They not only play an important role in enhancing the hygienic service fairness and the availability greatly, but also satisfying the health needs and medical treatment of urban and rural residents. With the continual development of Community Health Services, deep level problems in the urban Community Health Services developing process has restricted the sustainable development of the urban Community Health Services and need immediate solutions. Therefore, the evaluation and investigation of Community Health Services have greatly practical significance.Choosing the Wuhua area of Kunming as the range of study, and fixing the staffs in the departments of Wuhua Community Health Services as the object of the study. The thesis on the barrier factor of the demonstration study restricted the development of Community Health Services in Kunming. The main research of the thesis is summarized in three parts:The first part is the theory summary. First review the domestic and foreign development and relevant theories with Community Health Services, which determine the theoretic research direction and basic logic structure.
