Government Action In The Governance Of The World Heritage Study

The world heritage not only means cultural relics and historic sites, but also means natural heritage, which is meaningful and valuable all over the world, and it's one of the most important part of the social public resource. Therefore, the world heritage should be governed by government. The most important research subjects including:How to control it legally and efficiently, and how to regulate the government's behavior during the procedure of governance. Government is related tightly to the world heritage management, because government behavior matches the object of the world heritage management, and the protection need government's control. Government behavior works on heritage control by theories such as Public Product Theories, Externality Theories, and Public Administration Theories. And based on these theories, government behavior could works as formulating programs, coordinating with environment and management. The paper considers that the government behavior has many problems by the analysis about government behavior in the WuLingYuan world heritage governance, such as aim deviated in the management of heritage resources, function dispersed and repellence, governance structure losing balance, lack of public input, and lack of transparency and scientific. And to solve these problems, the government behavior should be improved by the following ways:reset the valuation aims, improve the legal standards of heritage control, enhance the structure system of governance, consummate the political institution, and improve the standards of appraisal achievement.
