The thesis studies the American response and reaction to theestablishment of Sino-Soviet Alliance and the evolvement of its Chinapolicy against the background of the Cold War.During the whole process of the development of the Sino-Sovietrelationship from 1949 to 1950 as step by step from approach,negotiation and alignment finally, USA had watched closely, and toquite a degree could even be seen as an intangible but omnipresent"third party". At first, till the conclusion of the Sino-Soviet Treaty ofFriendship, Alliance and Mutual Assistance, the American high rankofficials and experts in the US Department of State had been trying tohold back the approach between Soviet Union and China for fear thatChina might become the tool of the Communist Soviet Union'sexpansion. But JCF and the China Bloc were hostile to CommunistChina and regarded China as an enemy with their prejudice toCommunism. Therefore, though Truman Administration adopted thepolicy of the State Department on the whole, it did not take theinitiative in establishing normal diplomatic relations with New China.However, with the establishment of the Sino-Soviet Alliance and thesmooth development of Sino-Soviet allied relations in the early half of1950, arguments and debates over the Sino-Soviet relations were raisedagain in the US decision-making circle. As a result, the StateDepartment changed their original stand of "coax and pal"and agreedto construct a containment line along the peripheries of China Mainland.Faced with the breaking of Korean War and considering the Sino-SovietAlliance in the early half of 1950, the Truman Administration made thedecision to neutralize the Taiwan Strait and at the same time dispatchtroops to intervene in the Korean Civil War. After the Chinese People'sVoluntary Army entered the war and with the Sino-Soviet cooperationwith great harmony in this matter, the American attitudes towardsSino-Soviet relations had changed swiftly to the new policy of"suppression,"which initiated the freeze-up of the Sino-US relations.
