Early Republican Cultural Policy Research (1912-1927)

Cultural policy is a set of regulation,rules and principles adopted by ruling class in terms of implementing ideology and administration management of specified cultural territory.As the political expression of culture,it reflects the cultural will and group benefit of specific historical time as well as cultural commission and scheduled target of the government,which in a great extent plays a vital role in direction and development of its culture then.Through hundreds of years of development of China,changes of art trend and development of culture never avoid influence of specific cultural policy of certain times,moreover,cultural policy in the mean time are the reflection and adjustment of culture development for the moment.It finds its expression in forms of paper,policy or even speeches of authority and interacts with cultural phenomenon,art organizations and social groups to form a picture of variety and vigor.The establishment of Republic of China announces the end of thousand-year long feudal society and opens a new era of replacing the old with the new.The early stage of Republic of China had intense contradiction as it located at the transition border of society when the cultural policy can be seen as the option chosen by the country to the matter of culture development in a time of reform and conflict.This article begins with the view of cultural policy and illustrated in three aspects:art education,art society and cultural relic protection by way of art management, revealing background,predictive purpose,operation and results of cultural policy by explanation of related policies and regulation accompanied by financial condition and social situation,etc.By comparing related statistics,the relation between original intension and final result of cultural policy become more and more clear:As the national capitalism deepen citizen's mind opens and distance between social reality and ideal mode enlarges,the government is trying to develop art education,manage art organization and build relics and musicology system.The policy shows its advancement which benefits the art career a lot,while it's operational influence was affected by the shortage of fund,decentralization of authority and chaos of social status,which finally weaken the execution and radiation range of cultural policy in early stage of Republic of China.
