With the development of translation theory and psychology people's understanding to translation has progressed a lot, especially the merging of psychology or cognition in translation study. In the new theory, translation is considered as a series of psychological activities taken by translators in translation process. They influence translator's understanding and therefore decide his decisions and strategies in translation.Translation competence, including translation and interpretation, is a comprehensive competence of language use and an integrated reflection of linguistic knowledge and other knowledge. The development of translation competence requires not only intensive learning of Chinese and English, but also training of translation skills and cultivation of other related competence. English is a universal language. With increasing exchanges among countries, the demands for high quality English translation professional will keep increasing. It becomes an urgent task to train more high quality English translation professionals to meet social demands. Currently, the shortages of translation teaching in China mainly include unclear teaching objectives, inadequate teaching methods, unsystematic translation curriculums, a lack of translation evaluation system, and students'inadequate language proficiency. The cultivation of translation competence still lags behind. To meet the demands for high quality English translation professionals, China pays more and more attention to develop the translation competence, and quite a few foreign language universities and colleges keep researching and improving their translation teaching. All these make the translation teaching in China more scientific and standardized. Translation teaching should abide by its internal laws, and to find out such internal laws will help improve translation teaching and students'translation competence. The translation training models in Europe, U.S., Canada, Hong Kong and Taiwan are more advanced compared to those in China, and some successful experience has been drawn regarding the cultivation of translation competence. To understand such experience will give us some insights for translation teaching reform in China.Although the new starting has been put forward by some experts, the studies about translation teaching under new research trends are still quite vague. No specific investigation for a certain translation competence in translation teaching has ever been carried out. As for this reason, in present research, independent test in psychological research was applied to the study to understand students'strategy using in translation process and the differences in strategic translation competence among students. Through the experiment, the following results were gotten 1) Translation is a process which involves participants'mental and psychological activities, especially strategies;2)There are great differences in strategic translation competence among students;3)The strategies participants used in the process are various and have correlative relation with translation results. Then a questionnaire was formed to investigate the strategic translation competence in classroom practice and later a course model which combines the nature of psychology and translation essence was formed. In the new course model, student is the center while teacher and other teaching elements are the facilitating factors which help student to translate. Therefore, students'autonomy, their strategic competence and psychological activities become the focus of the course.
