Enhance China's Cultural Soft Power

Compared with the hard power, cultural soft power refers to the power wielded by the traditional culture, values, ideology of a country, which can weld the people, stimulate them and provide them great spiritual power in the country and on the other hand can attract, persuade and even assimilate other countries in the world. The cultural soft power mainly derives from the values, cultures, ideologies, political system, development modes, the qualities and images of the people, the foreign policies and so on. The cultural soft power and hard power are closely connected and differ. They are not simply comple-mentary, but are mutually restricting and coordinating. The cultural soft power not only directly composes the Comprehensive national power but also has an important influence indirectly. In a word, the cultural soft power has been pla-ying a more and more comprehensive and strategic role and has been a very es-sential element of the Comprehensive national power. The Soft power exerts great influence both home and abroad. The enhancement of our country's cul-tural soft power is the response to the increasingly fierce international competi-tion, is the need of the scientific concept of development and of the full realiza-tion of national rejuvenation.In the history, the Chinese nation has created a strong cultural soft power, which not only forms the brilliant Chinese civilization, but also greatly influ-enced the continent of Asia, especially East Asia, Southeast Asia, neighboring countries and it even put an impact on the whole world. In modern times, Chi-nese nation became poor and weak, and cultural soft power gradually lost its in-fluence. In the present day, compared with hard power the cultural soft power is seriously lagging behind; Compared with Western developed countries, there is a great gap; but compared with the early founding of the PRC, the current China's cultural soft power has been markedly enhanced ranks with the world's middle powers. The cultural influence expanded significantly and there emerge a considerable number of cultural innovation talents. Accordingly cultural inno-vation is greatly promoted. The attention and support of the party and govern-ment, the guidance of scientific theory of Marxism, rich cultural resources, strong material foundation and the favorable international environment are all advantageous to enhance China's cultural soft power. But at the same time the transformation of traditional culture, the shaking of traditional values, the more and more serious faith crisis, Deviation of moral evaluation, the hazard of the Western cultural assimilation and other elements have imposed great chal-lenges.Faced with the historic mission of modernization and national revival and increasingly fierce competition in comprehensive national strength, firstly, we have to promote innovation and the localization of Marxist theories and improve cultural awareness in order to integrate into the mainstream of human civiliza-tion. We must build a socialist core value system by consistently focusing on setting demonstration groups and models and the building a good supporting system and so on; Secondly, provide resources foundation for the upgrading of China's cultural soft power by promoting Chinese history and culture, the pro-tection of historical and cultural heritage and the further expansion of cultural exchanges, etc. thirdly, we must establish a correct guiding ideology, uphold the principles of dialectical methods and actively absorb all the outstanding a-chievements of human civilization to enhance China's cultural vitality; fourthly, on the basis of the balance the relation between the inheritance and innovation, efficiency and economic benefits, liberate and develop cultural productivity and promote cultural innovation to increase China's cultural soft power by deepening the reform of cultural system, developing cultural industries which take the in-novation as the core and strengthening intellectual property protection and other means.
