The civil service wage system in 2006 to implement the last three years, from the practical situation, some places no fundamental change, so the wage system, there are still some problems, such as civil service salary structure design is unfair, salary management system deficiencies, the legacy of planned economy, etc., only the establishment of market economy system, in line with China's national conditions, a more scientific and standardized and rational civil service wage system, in order to improve the efficiency of the government to fundamentally eliminate the "low wage" to China adverse effects. For this reason, many experts and scholars in today's society and government officials have called for urgent reform of the existing civil service wage system. And establishing market economy, in line with China's national conditions, the more scientific and standardized and rational civil service wage system, under the new situation is urgent problem. This paper studies a lot of literature, combined with our civil service pay system and the realities of history, Baoji City, Shaanxi Province by more than 100 civil service departments and units of the questionnaire survey and depth interviews, our civil service pay system on the problems comprehensive, systematic, in-depth analysis found that the current pay system of civil service problems mainly in the lack of fairness, lack of sufficient incentives for the internal imbalance of other aspects. Taking full account of our political and economic environment and the characteristics of the civil service system, and the useful experiences of developed countries for reference, based on the proposal of building a civil service pay system of ideas and policy proposals:a clear need for improved civil service pay system based on the principles and proposed civil service pay scales, civil service pay structure and civil service pay system, the three improvements to civil service pay system for the development of China play a perfect reference.
