Urba n commun ity ser vice as an impo rtant pa rt of social wel f are, the demand of the times,t he environment and quality of life of community residents, the le vel of civilization and ha r monious c ommunity, t he residents of the c ommunity satisfaction and a sense of bel onging,social pr ogres s and st abil ity has an i mportant i mpact. Development, diversification of e conomic and social stakeholders,community service requir ements exhibit diverse c haracteristics of the diffe r ent communi ties in the hope that there is a differ ence residents get c ommunity service, community ser vice and therefore not a single civil se r vice, its cont ent and servi ces should be diversified, diversification. Only the mai n supply diversified community servi ce, as well as commu nity-based service needs anal ysis, improve urban community servi ce s ystem, i mpr ove community services and community service mechanism, in order to meet the nee ds of a wide range of c ommunity services.The paper re views the litera ture on urban community service requirement s and c ommunity service system construction research, community service and community ser vice system needs t o define the concept and theoretical considerations, combined with empirical i nvestigation to analyze t he demand for communit y services, proposed several building de mand Suggestions oriented urba n community service system, including the classification of servi ces adapt ed to the ne eds of improving communi ty services; broaden the sources of funds t o improve infr astructure; beni gn interaction mechanism run clear mandate to form the body;t he proper abs or ption of commercial organizations to joi n the optimization community to be nefit the public network; to play the role of social organizations t o enhance awareness of resi dents to participate; i ncreased efforts to st rengthe n professi onal skills training community pe r sonnel.
