A Study On Volunteer Management In China 's Public Crisis Response

In recent years, public crisis events emerge in succession. The crisis governance gets more multivariate. The government represents state power and plays a dominant role in public crisis governance. However, because of the characteristics in public crisis, such as sudden, damaging and spreading, it is far from enough for crisis response to just rely on our government. So we should integrate other social forces to establish a multiple governance system to deal with crisis, for the sake of realizing “good governance”. Volunteers, as a vital element of social forces, could supplement the power of crisis governance. Considered the spontaneous and flexibility of volunteers in public crisis, also the lack of specific legal norms and other reasons, the management on emergency volunteers still exists. In scene of management on emergency volunteers, the paper takes point of the problem of management that survey from main subject of volunteer management, government and volunteer organizations. Therefore, in sake of solving the problems of management on volunteer in public crisis, besides volunteer organizations should enhance their internal management, it also requires the government to improve management on organization building and environment creating.
