An Analysis Of The Dilemma And Outlet Of International Refugee Protection System

The refugee problem appeared in ancient times. In recent years, due to regional, ethnic and religious conflicts and terrorism, the refugee problem is deteriorating. However, the international community is unable to handle the increasingly severe refugee problem. The causes of refugee problem are various, one of the important causes is that the international refugee protection system has severe shortcomings, such as the scope of refugee definition is too narrow, the protection ability of Office of the UN High Commissioner for Refugees(UNHCR)is limited, the legal liability of producing refugee of states is easy to be ignored. These shortcomings restricted the ability of protecting refugee of the international refugee protection system, so the international refugee protection system cannot solve the refugee problem permanently. In this article, the author hope to help improve the international refugee protection system through analyzing deficiencies existing in the international refugee protection system and putting forward to the corresponding countermeasures.
