Public policy infers to a series of laws, regulations, measures, notifications and proclamations and so on. The photovoltaic policy which is the research subject of this thesis is one of the public policies regulated the photovoltaic industry. In recent years,the central government has paid much attention to the photovoltaic industry and issued a set of policies ranged from construction implementation plan, to scope management, as well as all kinds of subsidy policies and so on.Policy implementation is a process in which the government uses all kinds of means and resources to turn the policy into real practice. The interaction behavior between government at all levers and the policy target groups involve in the policy implementation process. By the case of interaction between the photovoltaic company and different departments of the Inner Mongolia Autonomous Region, we found that the grass-roots governments execute the policies differently as they should be, such as choosing a certain kind of policy to or not to execute in the terms of Green Energy Policy; distorting the origin meaning of the Flagging Sales Policy and land tax which accordingly bring heavy time pressure and finical loss to the photovoltaic enterprises.The reasons above are as follows: firstly, the policy itself is macroscopic and is not identified clearly in its meaning, secondly, the photovoltaic is lack of overall system design; thirdly and importantly, as the foundation of the hierarchical authority, the grass-roots governments abuse their discretions to seek departmental interests which lead to the results that the photovoltaic enterprises have to negotiate with them to minimize their loss. Such phenomenon exists in other provinces, too.Thus, to solve these problems, it is necessary for the central government to make their policies reasonable and feasible, and also, the internal and external environment of executing policy are important, especially to limit the discretion of the grass-roots bureaucracies in a proper scope, and to supervise the subordinate department in a proper way to avoid the grass-roots execute the policies improperly. In addition, raising the degree of identification of the policy-executing subject should also be considered to achieve this goal.
