Study Of China's Urban Social Assistance Reform

In 1992,China set up its target of building a social market economy . After that, we processed a series of reformation in finance , investment and foreign trade , and achieved initial success , which sweep off some barricades for the construction of modern industry system . But at the same time , Our social security system is imperfect , especially the social assistance system , which lead to some city low-income families' hard lives , impede the economic development .the reforming process , and affect our society's peace . So , in China , the most important thing in social security reform is perfecting our social assistance to help those poor single .family and group out of it.This article begins with the study background of our city social assistance , interprets the basic conceptions to poor and social assistance , reviews the history of social assistance in the world and China , recommends the experience of foreign country and what we can learn from them . Then , analyses the now problems of our city social assistance , such as its low position , its improper classification to the object , its imperfect law . According to the above facts , I advised several reforming methods to them , which include amplifying the funds resource , improving the assistance way, stressing the state's role , legalizing the city social assistance , and so on .
