Innovation is the soul in a nation's progress, and is a permanent engine of a nation's prosperity. It is of great importance to enhance innovation so as to push the process of the State Owned Enterprises' (SOEs) reform, to improve the competivity of enterprises, and to maintain the sustainable, speedy, and healthy development of the whole economy. Enterprises are the main bodies of innovation. Small and medium-sized enterprises' (SMEs) innovation has incomparable advantages which those large enterprises don't own. Yet it is hard for SMEs in our country to move ahead because of their small scale, little money, shortage of talents, and weakness of technology, though the SMEs account for 99% of the whole enterprises, employ 75% of labor force in towns and cities, create 60% of GDP every year, provide 40% of the entire profit, and play a significant role in national economy. As the reform of the SMEs prolongs, the SMEs will become more and more important. Besides we've joined the WTO last year, the competition from foreign enterprises will get more intensive. Thus it is critical to develop the SMEs, and to improve their ability of technology innovation and competition . But now the SMEs are facing many difficulties, such as shortage of R&D money, lack of innovation talents, and inability to abtain the sources of information and technology. These have severely hindered the development of the SMEs' technology innovation, and it is our new task to solve them and push the SMEs' technology innovation ahead.This paper discusses four aspects of problems, using comparative methods.Part I : Give the concept of the SMEs' technology innovation, state the importance and necessity of the SMEs' technology innovation from the angle of macro & micro aspects, and show the national and international background of the SMEs' technology innovation.Part II: Analyze the passive factors that have hindered the SMEs'technology innovation.PartIII: Make a comparison amone many economies' policies and measures to support the SMEs' technology innovation, taking the US, Japan, Korea, Singapore, and Brazil as examples. Thus get some hints for our economy.PartIV: Perceive a policy system of our economy to develop the SMEs' technology innovation.This paper studies the SMEs covering all lines and all kinds of ownership, breaking the limit of the history discussions which only concern the state-owned SMEs. Besides, technology innovation policies are neither pure science and technology policies, nor pure economic policies. The author tries to build a policy system that combines all sorts of policies, so as to promote the development of the SMEs' technology innovation better.
