Technological Globalization And Technological Development Policy Analysis

Globalization is one of the most important features of our time. With the global exchange of the scientific resources, the extent of its development depends more and more on the extent of scientific development. Therefore, strengthen the study on the influence which scientific globalization brings to our scientific development, is not only theoretically significant but also crucial in reality. What I want to stress in this paper is how to control the effect of the scientific globalization--restrain the side effects, develop the advantages, under this global trend, by the proper policy selecting. The preceding two parts of this paper elaborate the function of scientific progress during the course of globalization and the general effect which scientific globalization brings to scientific development. Then derives the right position of our country in this trend and the challenges and opportunities we are confronted with. What the effect that the scientific globalization brings to our scientific development is closely related to the scientific policy we adopt. While in the third part, the newly changes of the scientific policies that America and India adopted to the scientific globalization are discussed. Some revelation has been made after analyzing the newly characteristics of these two countries. For long, the tendency of American scientific policy has been studied by many countries. While India is a developing country and its situation is similar with China. Thus, study its policy horizontally, and compare it with the advantaged American one, is of very important both in our knowledge construction and in our policy selecting. Lastly, eight pairs of relations have been emphasized during our making scientific policy under the trend of scientific globalization. They are as follows: Relations between following to global regulation and strengthening our standardization study; Relations between developing high-tech industry and reconstructing traditional industry with high-tech; Relations between introducing technology and assimilating technology or innovating; Relations between foundation research and applying research, technology development; Relations between governmental investment and social investment; Relations between technical innovation and knowledge innovation; Relations between progress in proper sequence and progress in span; Relations between external opening up and independence development. It is very crucial to China to well tackle with these relations and lead globalization to a more equal, more reasonable direction, so that we could successfully meet the challenges of it and benefit from it at large. The outstanding of this paper is its relatively new to the present time. Firstly, it compares the new features of the scientific policy of the representational countries and makes out some revelations. It is believed that it will be helpful to our policy selecting; Secondly, the data chose in this paper is relatively late to present time. It has been modificated and supplemented continuously during the writing of this paper.
