With the container transport becoming mainstream of cargo flow and the emergence of severe competition, documentation is increasingly becoming one of the most important steps in the container transport business, and an integrant job to ensure the workflow of container transport, and whose proportion in the running cost of shipping enterprises continuously goes up. Company Z has many business offices all over the world, most of which are provided with a lot of documentation clerks. In those areas of higher cost for manpower, substantive cost for documentation clerks becomes a heavy burden of the enterprise. So, it is a big task as to how to reduce the number of manpower, how to lower manpower cost, and how to increase efficiency.Responding to the need of the market, Company Z introduced "Integrated Regional Information System", and began the implementation of it. After study of main functions of the new system, with reference to methods regarding documentation of other shipping companies, Company Z should fully grasp the advantages as to technology and network of the new system, set up Company Z's global documentation, and streamline documentation procedure, hence to acquire success in competition oriented to high-quality and cost-reduction. Under that direction, this dissertation studies and reasons the set-up of the framework of the Company Z's global documentation, brings forth the scheme and implementation process of one concrete documentation center, analyzes the economical benefits arising out of cost-reduction and the competitive advantages resulting from standardization of documentation procedure and improvement of documentation quality.This dissertation is divided into 5 chapters.The first chapter introduces the background and necessity for Company Z to set up its global documentation.The second chapter is the result of studies in to other container shipping enterprises, mainly Company A and B, which introduces their business procedure and organization as to the operation of documentation center, and then analyzes and summarizes their experiences and lessons for Company Z's reference to construct its own documentation center.The third chapter analyzes the documentation operation and the implementation of the new system in Company Z's global offices, and documents volume, average income and price for manpower, office rental, geography, level of culture, education and training, differences of time zones, network and communication technology, and other special factors infecting the set-up of global documentation center. Then brings forward the design of two different schemes and analysis of the advantages and disadvantages of them, which is the main task of this dissertation, as reference for the decision-makers.The fourth chapter brings forth the designs of the overall scheme, operation procedure of OB and IB documentation and staff assignment for one single documentation center: Japanese Documentation Center. Then completes the cost analysis and probes into the concrete implementation process, including the training plan.Last but not the least, the fifth chapter analyzes the anticipated benefits and related risks of Company Z's set-up of documentation center in a global scope.After analysis and reasoning, the author thinks it completely feasible to found global documentation center, based on the integrity of Company Z's current documentation offices and the step-by-step implementation of the Integrated Regional Information System. However, in consideration of political, economical and social aspects, foundation of documentation center is not an accomplishment in an action. Schemes designed by this dissertation are subject to subsequent adjustment in the future. Moreover, in the process of set-up and operation of the documentation center, with cost-control and quality-increase borne in mind, we should fully recognize the experiences and lessons of other container shipping enterprises in order to clear the way for success.
