Human Resource Management is being pressured to rapid environment changes: the acceleration of globalization, restructuring of organization and the popular application of internet, HRM will play more and more strategic role in the enterprise growth, however, HRM in most domestic enterprises is still in the stage of " Traditional Personnel Management " , facing the global competition environment after joining WTO, it has to come into a new development stage through management transformation.This thesis studies the theory and practice of virtual HR, analyzing the basic concept and the present condition of virtual HR in domestic and abroad, and discussing the background and target factor that drive the enterprise outsourcing the human resource activities. Virtual HR will become a development trend along with the socialization of human resource management and development of information technology. Chinese enterprise can push the innovation and reform of human resource management by applying virtual HR model, introducing the technique and method of modern human resource management.In addition, the thesis bring forward that the modern enterprise should set up the product idea of the human resource service, and establish a decision model of virtual HR using transaction cost theory and core competence theory, and I hope all domestic enterprise know more about virtual HR and enlighten the practice of strategic human resource management.
