Through analysis of business strategy, which is an experimental unit of diversification strategy of parent company, we can grasp the method of how to obtain Competitive advantage by application of core competence and opportunity, in the competitive and uncertain conditions. And we try hard to make company shaping up through establish of strategy, which have well be considered in our SWOT (strength, weakness, opportunity and threats).Having though about the factor of policy, economy and society enough, this paper analyzed the conditions of IC card industry (structure and seedtime), the resource and core competitive of ourself, by using the tools of strategic conditions analysis and making marketing research and antitheses. So we really grasped SWOT condition of our company. And we formed the strategy to respond to WTO and globalization by the analysis of influence of WTO and globalization to IC card industry .We established the strategy to develop the main product by the strategic decision matrix, one of the general strategic tools, and we determined the differentiation strategy, which can bring competitive advantage , through the analysis of strategic mode . At the same time we formed the innovation strategy to ensure the implement of differentiation strategy. We discussed the pivotal factor (organizational structure, strategic plan, control systems, change management) of strategy implementation . And we established the corresponding strategy and implementation project.This article shows the sticking point of strategy establishment is to analyze and forecast the conditions inside and outside enough, the strategic implementation tools can influence the quality of strategy, and The strategy is established on the hypothesis of environmental incertitude. So we should adjust and improve the strategy according to the change in time.
