Many countries have established monopoly system of telecommunication industry and kept for long period in the form of state owned enterprise and law, due to the fact that monopoly operation may lead to inadequate supply, high price and the lost of social welfare, the action of telecommunication enterprise must be under necessary restriction in order to be in the interest of the public.By means of theoretical analysis and proof study on telecommunication industry, through description of Chinese telecommunication's development history and international telecommunication's development, this paper explores the necessity of Chinese telecommunication sector's reform and puts forward specific suggestions and strategies on national telecommunication market control mechanism.This article consists of 4 sections.The first part is a brief introduction. Then a conclusion that further reform of Chinese telecommunication sector is necessary is drawn by analyzing global competitive background of international telecommunication industry.The forth section first analyzes to improve and establish legislation to set up an independent telecommunication control and management mechanism from the aspect of macro strategy, and to set up a robust and vigorous market pattern, and how gradually open up this sector and implement standard to control and manage telecommunication technology to speed up its development. And suggestions to respective issue are made. Thereafter, analysis is applied to micro exploration of relevant strategy. And independent viewpoints and suggestions are made to the following issues: establishment of regulation of general service compensation, implementation of source-consumption with fees, setup of capital and fee control regulation in accordance with national situation, protection of consumers' interest and assurance of network safety.
