Chinese peasants' overall poorness has become the absolute fact. A lot of scholars have made painstaking efforts in solving this problem, especially in increasing peasants' income and reducing peasants' burden. They have also put forward a lot of valuable views, but few people studied this problem from the basic principle angle of human behavior. Even if someone with sharp insights has found the root of the problem, it is also hard to put the few good suggestions into effect probably because of other restrictions or not referring to the source somewhat and finally ended in empty talk. In fact, we can discover that the masses of peasants and other working people have created industrial modernization altogether, but the peasants have no the equal rights to share the great modern accomplishment. The reason behind of peasants' poorness is the lack of equal rights, opportunities, and fair beginning to self-development. The deep-layer reason lies in that the national policy and regulations have overlooked the peasants' benefits and the society discriminated the whole peasants group. Therefore, this paper has suggested that we should promote the peasants' rights to solve the problem of increasing the income and reducing the burden thoroughly. The paper pointed out that we must start with the system, policy-making as well as ideological ideas, establish "fair-shared" development concept, including promoting the peasants' citizen right and the land ownership, manage autonomous right, democratic election right, etc.
