A,Backguound and objectives Before the Opening and Reform, the retirement insurance policy of ourcountry adopted Pay-As-You-Go pattern。Due to the deepening reformof the state-run enterprises and the aging of the population, thegovernment comes to realize that the single Pay-As-You-Go patterncannot facilitate the economic growth any more. On the contrary, thenational economy will be confronted with the increasing burden of thelong-term payment crisis. Since 1980s, many other countries has carriedout a series of reforms on social security system to solve the problemsaroused by the aging of population and the disability to afford the agepension, according to their own condition. Because the implanting of thecommercial insurance mechanism has successfully settled the traditionalproblem of fund shortage, the privatization of social insurance and themulti-layered social security system have become the popular trend of thereform for most countries. Now our courtry has established the three-pillars social securitysysterm including the basic retirement insurance, enterprisesupplementary retirement insurance and personal deposit retirementinsurance at the beginning. But through years of development, theadvantage of commercial insurance has not been brought into play in thesocial security system, neither the burden of the state has been effectivelyalleviated. In the face of the current situation, it becomes increasingly importantto establish a multi-layered social security system that fits our owncondition by absorbing experience abroad, analyzing factors that hinderthe development of social and commercial insurance and deciding theorientation of their synthesized development according to the reality ofour country.B,The structure and the main contents The thesis is divided into four chapters: Chapter one elaborates the fact it is inevitable to promote thecombination development of social and commercial insurance and toestablish the three-pillars social security system during the course ofreformation here in this country. Along with the deteriorating situation ofannuity resulting from the speeded aging, each government graduallyrealizes that pay-as-you-go pattern does not advance the economicdevelopment any more, and the national burden is becoming heavier andheavier. Altogether, the comparatively practical and effective way is tobuild up the three-level system, including promoting market anticipating,accelerate social insurance, and commercial insurance. The combinationof social and commercial insurance refers to make the commercialinsurance exert itself sufficiently, together with social insurance. Since1980s, a series of reformations have been adopted in our countries, andhave been recognized widely. However, the serious aging problem leadsto the severe financial crisis and the new regulations have betrayed manyshortcomings. For instance, the personal account is "empty" operation;the covered sphere can not be enlarged. All in all, the insurance system ofour country is face up with great challenges, partly duo to the weakeningof the traditional family-centered insurance format. Accordingly, it isinevitable to promote the combining development of social andcommercial insurance and to establish the three-level insurance systemduring the course of reformation here in this country. From an international perspective, many countries have tried theprivatization of social insurance, established the multi-level system andachieved a lot. In the second chapter, I will provide a detailed analysis onthe system of U.S.A and Sweden, which are representative in this respect,and see what we can learn from them. In U.S.A, the three-pillars systemhas been constructed. The system in Sweden consists of national part andprofessional part, among which the national one is divided into"nominal"personal account and personal account. These two formatsboth take into consideration their own market situations and culturalbackgrounds.
